With this album Petra began their Prayer Warriors campaign. From the Fall/Winter Battle Plan newsletter:
It has been Petra's desire to encourage individuals and groups alike to join together in daily prayer for their friends, families, churches and other Prayer Warriors and for the ministry of Petra. So in September of 1987, the Petra Prayer Warrior campaign began with the purpose of motivating and training young people in the area of prayer...
Prayer Warrior Commitment:
I will pray 5 minutes a day:
- That God will continue to use Petra to reach unsaved youth and strengthen young believers.
- For the Holy Spirit to guide our nation's leaders and bless our land.
- For my friends to allow Jesus Christ to be ruler of their lives.
- For the entire body of believers around the world to proclaim the glory of God in unity to a troubled world.

This album cover is black except for the words "PETRA" "THIS MEANS WAR!" which instead of being a solid color are given color by a picture, as though we were looking through a cutout of the words in a piece of black paper. The picture (which is reproduced whole inside) is of a man in brown pants and a green shirt. He is in a scary-looking neighborhood of houses, and what we can see of the sky is full of dark clouds. The man is not wearing shoes. He is on one knee by a pile of Roman-style armor... sword, shield, helmet and red cape, and is reaching upwards with all of his energy toward a shaft of light from Heaven.

This album focuses largely on prayer; with this album they kicked off their "Prayer Warriors" campaign to mobilize a force of kids praying every day for their country, their friends, and of course the ministry of Petra. "Get On Your Knees..." and "I Am Available" are the two songs that express this theme most bluntly: "Get on your knees and fight like a man; you'll pull down strongholds if you just believe you can; your enemy will tuck his tail and flee!"... "I am available, I am available; I will go when You say go. I am available, I am available; I will stop when You say no. My whole life was incomplete 'till I laid it at Your feet, so use me as You will, I am available." The title track, which includes some ear-splitting marching drums at the beginning, is about Satan's fall from Heaven at the beginning of time. "Don't Let Your Heart Be Hardened" is a caution to always stay as a child before God. And since the first track is about what happened before time began, "All The King's Horses" is about the end of time, when "All the king's horses and all the king's men" will "ride down from Heaven" and "Put this world back together again". The overall sound of this album is maybe a little edgier than Back To The Street, but still with a pop/rock sound. A great set of tunes.
